I’m not the author but I thought that this was Bob’s transformed into a washing machine form. What we haven’t seen is what he looks like when he’s not transformed.
We don’t notice it because there are so many other washing machines in the background.

Hey that’s a good point! Cartoon characters are always supposed to have glow in the dark eyes.
